Many municipalities face the same invisible challenge: sports facilities that appear fully booked on paper, but in practice often are empty.
This is also the case in Odense Municipality, where the use of HallMonitor has provided new insights into how facilities are actually used, how existing capacity can be better utilised – and whether there is a need to build new facilities. The project is described in an article from Tal & Viden (Numbers & Knowledge).
With increasing pressure on municipal facilities, Odense Municipality wanted a clearer picture of how their sports venues are used during a typical week. The goal was to identify underutilised potential, determine where capacity is already fully used – and make future investment decisions based on solid data.
When municipalities gain accurate data on how existing facilities are truly used, it becomes easier to make informed decisions about whether to build new venues. Rather than basing investments on assumptions, they can now evaluate whether current facilities can be optimised – and what types of spaces best match the actual activity needs. This creates room for new users and increases activity in existing facilities.
This approach also ensures a fairer and more transparent foundation for decision-making. By grounding future facility investments in concrete data, both resources and community benefits are maximised – and more people get access to spaces they want to use.
In particular, HallMonitor’s data provides Odense Municipality’s Department for Leisure with a stronger voice in urban development discussions. With clear facts about the current capacity of their venues, they can now demonstrate that existing infrastructure cannot accommodate the projected population growth over the next ten years.
This has strengthened the dialogue between the Leisure and Urban Planning departments, creating a more integrated approach to developing new residential areas. The data also improves their ability to advise investors on recreational infrastructure in upcoming city planning projects, as areas with strong local ties often attract more interest than simply building more housing.
However, data alone does not solve the problem. As Rasmus Vestergaard Tander, leisure consultant in Odense Municipality, states in the article: “The data doesn’t give us the full picture – but it provides a solid foundation for an informed dialogue.”
This is exactly the approach shaping how HallMonitor is used in Odense. With precise data in hand, the municipality can engage schools and associations in conversations about how facilities are used – and how to collaboratively find solutions that make sense.
HallMonitor offers more than just technology – it provides a framework for understanding and discussing capacity utilisation. The project in Odense is an example of how measurement and dialogue can go hand in hand to create more value for users and better decision-making for the municipality.
